The meeting will take place at 2:30 pm in the Red Room of the Municipal Palace. The city hall's proposal creates a package of benefits - including fee exemptions and tax reductions - for new works carried out in an area made up of five streets (see the map below). ✅ Click here to follow the g1 Campinas channel on WhatsApp Among the main changes foreseen in the proposal are exemptions from granting and Neighborhood Impact Study (EIV), reduction of Urban Property and Territorial Tax (IPTU) and the expansion of the land use coefficient - that is, the area allowed for construction. 🔎 The onerous grant is a fee paid to the City Hall to allow a construction company or owner to build above the limit of the land area (such as floors of buildings). The EIV consists of studies on the impacts of a project on traffic or the environment, for example — the EIV may or may not be required. Three new zonings must still be created in the Center based on the characteristics of the properties. Each will have rules for buildings — for example, limitations on the height of buildings. According to the director of Urban Planning and Environment at the Housing Union (Secovi), Alan Silva Cury, the project could generate an increase in interest in the Center, both by developers and residents. "Speaking of an exact percentage now would be premature, but our expectation is that the Center will be among the axes of real estate and economic dynamism in Campinas in the coming years", he stated. The project Streets in the Center that are foreseen in the project Reproduction/Campinas City Hall The project was called "Habita Centro" and is considered one of the arms of another program, " Nosso Centro ", through which tourist itineraries and the Retrofit Law were created — rehabilitation of old buildings with a focus on housing or mixed use. The proposal, presented by the city hall on May 4, foresees that the blocks included within the area bordered by Marechal Deodoro, Doutor Ricardo and Irmã Serafina streets, Praça Floriano and Moraes Salles and Anchieta avenues will be able to receive incentives for new residential developments. There are two fronts of incentives planned: Urban planning expansion of the Utilization Coefficient from five to 7.5 times the land area; exemption from vacancies, minimum and maximum densities and setbacks; exemptions from onerous grants (for projects that use up to five times the land area) and EIV. Tax reduction of IPTU, Tax on Services of Any Nature (ISSQN) and Property Transfer Tax (ITBI); exemption from urban licensing fees. In the case of tax incentives, the construction company will pay the IPTU corresponding to the value of the year in which the request was made, without adjustment during the work. The units produced will also have a tax discount: 50% in the first five years and 25% from the sixth to the tenth year. For civil construction services, the ISSQN will have a 2% discount. Finally, the ITBI will have a 50% discount for the first property, with the exception of projects by the Campinas Popular Housing Company (Cohab), where the owner will be exempt from tax, if it is the first property. In addition, three zonings will be created in the Center: the Industrial, with blocks on Rua 13 de Maio and Avenida Campos Salles, whose buildings will have a maximum of eight meters; the Imperial, on the banks of Dr. Ricardo and Lidgerwood streets and Avenida Moraes Salles, whose buildings will have a maximum height of 11 meters; and Colonial, from the Rua Conceição block to Rua Barreto Leme, which will not have a height limit, but there will be mandatory spaces for enjoyment to view listed properties. According to the director of Secovi, the requirements create a balance between modernization and preservation of Campinas' memory. "Progress does not need to erase the past. They must walk together. The impact of this will be a much more harmonious, humane and pleasant urban design. Instead of buildings that detract from the historical surroundings, we will have mixed-use developments and greater integration with the city", he considered. Until then, according to him, it is difficult to build in the Center precisely because of outdated rules and lack of incentives. "When you bring a resident, you create a 24-hour economy. This new resident consumes local businesses at night, uses the squares on weekends and moves the streets," said Alan. "This generates a virtuous cycle: it increases security through the natural presence of people, attracts new services and improves care. The Center needs life, and the life of a neighborhood is made by the people who live there", he added.
