Due to high rent, the opening of inexpensive brands and discount benefits have been limited, but the purpose is to expand the choices of highway users by improving the operation method. On the 9th, the Ministry of Land, Infrastructure and Transport announced a reorganization plan to convert the operation method of highway rest areas to direct contracts. First, it was decided to reorganize the operating system by establishing a ‘public management company’ starting next year and signing contracts directly with stores. According to the Ministry of Land, Infrastructure and Transport, existing rest area operators collected an average of 33% of the sales of operators as commissions, and the Korea Expressway Corporation took 13.9% of the operators' sales as rent. If this structure is reduced to one level through a public management company, the Ministry of Land, Infrastructure and Transport expects that the average rent borne by stores will be lowered from the existing 33% to 8-9% of sales. The public management company is scheduled to be established in early 2027, and will cover eight locations whose operating company contracts expire or are newly established this year.
