President Luiz Inácio Lula da Silva said that the Move Motos program, launched this Friday (12), will make app motorcyclists no longer “the last workforce considered invisible” in this country.
Alongside other policies aimed at guaranteeing the rights of these professionals, said Lula, they will now be treated as citizens.

Government prepares credit line for application motorcyclists.
Move Motos is a line of credit for app motorcyclists who wish to finance mopeds, scooters, motorcycles and electric bicycles produced in Brazil or with an investment project aimed at production in the country.
It follows the same model as MoveApps, which targets app drivers and taxi drivers interested in financing cars.
These credit lines are an expansion of Move Brasil, created to facilitate the renewal of fleets in the country, through financing facilities.
Other benefits
Financing includes the possibility of purchasing insurance to guarantee payment of the debt, in case of unforeseen events that prevent the contractor from continuing to pay the financing (credit life insurance).
Financing for helmets is also planned, as well as the acquisition of batteries for electrical charging points. Everything will be made available from the official platform gov.br/movebrasil.
During the event, at Palácio do Planalto, Lula stated that the presence of the workers symbolizes a change in recognition.
“Today, through your presence here at the Palace, we are completing possibly the last workforce considered invisible in this country, which is now no longer invisible and is starting to be treated as a first-class citizen,” said the president.
During the ceremony, Lula asked Banco do Brasil and Caixa Econômica Federal to, within 30 days, organize themselves in order to prepare their employees to assist, proactively and without bureaucracy, those interested in obtaining financing to purchase their vehicles.
Lula encouraged workers to monitor the implementation of the program.
"You now have to hold your head high and say that you are no longer invisible. You are here to be seen. If it is not working, look for the government, look for the banks", he stated.
The president also defended traffic education campaigns to improve relationships between drivers and motorcyclists.
Interest
According to Planalto, the rate to be charged for vehicle financing will be 12.5% per year, which corresponds to 0.99% per month for men and 0.91% per month for women.
Financing will be 100% of the value of the vehicle, which makes it possible to purchase without the need for a down payment.
To access financing, some minimum requirements are foreseen, such as six months of registration on the official platform, and at least 100 races carried out. For CLT professionals, six months of working in the activity are required.
After registration, the worker will be informed whether they meet the conditions for participation. From July 13th, professionals who receive confirmation will be able to contact Caixa, Banco do Brasil or qualified financial institutions for credit analysis and contracting financing.
It is also planned that Banco do Brasil and Caixa Econômica Federal will create a calendar of fairs from July 13th, in specific centers, with the participation of concessionaires and financial institutions interested in doing business.
Boulos
Earlier, the chief minister of the General Secretariat of the Presidency of the Republic, Guilherme Boulos, had anticipated some points of Move Motos. He recalled that the line offers more advantageous conditions than those practiced in the market. “Today the average interest to buy a motorcycle is 27% per year, but we managed to reach 12.5% per year, which is less than half the interest at the dealership”, said the minister.
Furthermore, he added, there will be a waiting period of two months, which in practice can be as long as three. “Whoever buys the motorcycle in July, for example, only starts paying in October”, he explained.
Boulos highlighted that drivers with credit restrictions will not be able to join initially, but they will be able to use the Desenrola program to regularize the situation and, thus, qualify for financing.
He recalled that, during the pandemic, these workers who made deliveries to homes were considered heroes. However, they began to be discriminated against. “They even stopped having their rights guaranteed.”
Move Brazil
On the first day of operations, R$3.2 billion in credit was contracted by Move Brasil, of the R$21.2 billion made available by the National Bank for Economic and Social Development (BNDES), responsible for operating the resources. In the case of Move Máquinas Agrícolas, R$10 billion is available to micro and small entrepreneurs.
Move Applications
In the case of MoveApps, 740 thousand professionals have already met the requirements to access the financing line with the most favorable conditions. Credit analysis and contracting with banks begins on June 19th.
The federal government opened extraordinary credit of R$30 billion for the purchase of vehicles by taxi and app drivers. The resources will be transferred by the Ministry of Finance to BNDES, which will also implement the measure.
To qualify, the driver must complete registration on the gov.br/movebrasil platform. Within a period of up to five days after registration, the worker will be informed whether they will be able to participate in the program.
