The federal government announced this Monday (15) that it had signed an agreement to guarantee the inauguration of the self-declared black candidate Flávia Medeiros, aged 29, who was approved in the competition for chancery officer at the Ministry of Foreign Affairs.

In May, g1 showed that Flávia was dismissed from her position because she was excluded from the contest's racial quotas (see more details below).
At the time, the panel of the Brazilian Center for Research in Evaluation and Selection and Promotion of Events (Cebraspe) argued that she had "light skin, straight hair and fine features" — that is, characteristics incompatible with racial self-declaration.

Candidate contested on racial bench may lose position at Itamaraty
The agreement was signed by the Attorney General's Office (AGU) and will still have to be approved by the Courts. He predicts that:
Flávia Medeiros will be appointed and will take up the position, from the date of the new publication and without retroactive effect;
in exchange, Flávia also waives any requests for compensation or moral reparation in relation to the process so far;
the court case is closed, and all appeals or pending issues are jeopardized.
According to the Union's attorney general, Jorge Messias, conciliation "preserves legality, preserves constitutionality and corrects a route that was heading in the wrong direction."
In material released by the government, the minister also stated that the federal government should promote a "deep reflection" on the current quota process – which provides for a hetero-identification panel to evaluate the racial declaration of candidates.

Flávia Medeiros, 29 years old, declared herself a black woman when signing up for the Itamaraty chancery officer competition. She took office in April, but was dismissed after being rejected by the hetero-identification panel (see image below).
Although an initial court decision allowed her to take office, a judge ruled that she could not have assumed the position without the process having ended.

Contacted by the reporter in May, Cebraspe reported that "the candidate's questions are dealt with within the scope of legal action and, for this reason, clarifications are made exclusively in the case files".

Flávia lived in Vitória (ES) and says she moved to Brasília just to take office at Itamaraty. In addition, he signed a 36-month rental contract and resigned from his old job.
"It took many years of study, dedication and sacrifices to get here, and now I see this dream being interrupted by a challenge to my own identity, about who I have always been. This hurts me in a way that is difficult to explain, because it is not just a position or a professional opportunity, but something that I built as a life project", says Flávia.
