The European Commission plans to present, in mid-July, a reform of the European carbon market (ETS), consisting of applying the polluter pays principle. Brussels intends to extend this pricing to all international flights, even though air transport represents at least 3% of global CO2 emissions (and its contribution to global warming is higher).
