Ordinance published this Friday (12) consolidates new guidelines for organizing the system and provides criteria for participation in the department's strategic policies, within the scope of cooperation between the Union, states, Federal District and municipalities.

Established by the Racial Equality Statute, Senapir is responsible, among other things, for organizing and articulating public policies to combat racism.
Joining Sinapir remains voluntary and can be done by states, the DF, municipalities, intermunicipal public consortia and municipal associations.
Requirements
Interested parties must formalize their membership by submitting a request to the Ministry of Racial Equality.
The requirements are:
creation of a specific body;
institution of a council with the participation of civil society;
appointment of a manager responsible for local policy.
Normative acts, council operating records, ongoing plans or actions and information on budgetary capacity must also be presented.
The ministry will have up to 30 days to analyze the request. If approved, a Term of Adhesion and Commitment will be signed between the Union and the federative entity, defining the responsibilities of each party.
The ordinance also expands the possibility of joining through intermunicipal consortia and municipal associations. In these cases, the creation of specific bodies is mandatory, such as the Intermunicipal Council for the Promotion of Racial Equality and, when applicable, a thematic chamber dedicated to the topic.
Modalities
One of the main new features of the standard is the definition of three management modalities within Sinapir: basic, intermediate and full. The classification will depend on the degree of institutional structure of the participating entity.
The ordinance also provides that the chosen modality will influence the score of entities in the ministry's public calls, with greater weight for those with a higher level of structuring.
