The Constitution and Justice Committee (CCJ) of the Senate approved, this Wednesday (10), a Proposed Amendment to the Constitution (PEC) that establishes different conditions for the retirement of community health and endemic control agents. Protocoled in 2021, by the then federal deputy Dr. Leonardo (Republicanos-MT), with the support of other parliamentarians, PEC nº 14/21 stipulates that agents with 25 years of experience in the activity and social security contributions can retire upon reaching 57 years of age, in the case of women, and 60 years of age, in the case of men. In addition to special retirement, the text recognizes that the exercise of both functions is essential and exclusive to the State, which, in practice, limits the hiring of outsourced labor. The proposal had already been approved by the Chamber of Deputies. Now, with the approval of the CCJ, which analyzed the constitutionality of the initiative, the matter will go to the Senate plenary, where it will be discussed and voted on in two rounds. If approved, the PEC will also define financial assistance from the Union to cover the new benefits, which will be extended to indigenous sanitation and health agents. Rapporteur of the approved text, senator Irajá (PSD-TO) expressed himself in favor of the merit of the proposal, which he classified as “timely and socially justified”. In his opinion, the parliamentarian highlighted - regarding the financial impacts for states, municipalities and the Union - that the PEC provides for “transitions, establishes complementary financial assistance from the Union to compensate for increased expenses in its own regimes and contributions to the General Social Security Regime Fund [RGPS], due to pensions granted based on the amendment”.   “This design seeks to make the valorization of the category compatible with the federative responsibility in the execution of the SUS”, says Irajá, in the opinion. The approval of the PEC comes in addition to two Senate decisions, this Wednesday, that impact the Union Budget: the approval of the use of the Pre-Salt Social Fund (FS) to finance the payment of rural producers' debts caused by adverse climate events or negative economic impacts, due to international geopolitical conflicts, and also the approval of a bill (PL) that raises the national minimum wage for doctors and dental surgeons from R$3,636 to R$ 13,662, for 20 hours of work per week. *With information from Agência Senado
