Reproduction/Social Media The Public Ministry of Accounts (MPC) of Roraima asked the State Court of Auditors (TCE-RR) for an audit of more than R$500 million invested in drainage works in Boa Vista. The agency questions why the capital experiences constant flooding, even with investments. The request evaluates the work done between 2021 and 2026, during the term of former mayor Arthur Henrique (PL) and the first months of the current mayor, Marcelo Zeitoune (PL). However, the MPC found that flooded streets, risk areas and houses affected by the rains reappeared in the winter of 2026. In a note, Boa Vista City Hall informed that, although it has not yet been officially notified about the MPC's representation, as soon as it is communicated, it will provide the necessary clarifications. The current management also claimed that in the last six years, 61.01 km of drainage were carried out in 242 sections, with 45 critical points resolved and another 5 in progress. Former mayor Arthur Henrique said that he has "peace of mind" about receiving inspection and being accountable for the former administration, which, according to him, "was always guided by transparency and correct application of public resources". Lack of plan and conflicting data One of the main questions of the investigation is the absence of an Urban Stormwater Drainage and Management Plan. The review of the Boa Vista Master Plan, carried out in 2024, already highlighted the need for the municipality to create this document. In addition to the lack of planning, the agency states that the official data on the resolved locations does not match. Different statements from City Hall show different numbers. This makes it difficult to truly evaluate the results delivered to the population. Regular rains The prosecutor argues that flooding in the capital is not an unpredictable event. Boa Vista has regular rainfall, with a historical average of 1,716 millimeters per year. The rainy season concentrates the storms between April and September. The MPC-RR assesses that the municipal administration already knows the scenario and needs to prepare the appropriate infrastructure for high volumes, such as those registered in 2024 and 2025. “The municipality’s Master Plan itself recognizes the city’s vulnerability to flooding, in addition to having technical mapping of risk areas”, highlights the prosecutor. Resources and requirements The audit will also track the use of public money. Roraima's federal bench sent R$106 million for drainage and asphalt in the capital. City Hall also announced a municipal investment package of over R$500 million for the sector. According to the agency, the TCE-RR needs to check the amount invested only in drainage, the works completed and the relationship between expenses and the reduction of flooding. To move forward with the investigation, the MPC requested that the Court demand several documents from the Boa Vista City Council. The list includes a map of critical points, contracts, measurements of works since 2021, Civil Defense reports and occurrence records. Now, the TCE-RR decides on opening the audit.
