Previously, driving records were created after the fact, so there were limitations in detecting false records or driving other than patient transport. As a result of the Ministry of Health and Welfare's inspection of 147 private transportation companies and 1,171 ambulances from July to September last year, 94 violations were detected in 88 companies. There were also cases where ambulances were used for employees to commute to and from work. In order to improve the quality of ambulance services, transfer treatment, which has been frozen since 2014, will also be increased. A new ‘waiting fee’ is established to compensate for the waiting time incurred when handing over a patient at a medical institution, and a surcharge is applied on weekday nights and holidays.
