The opinion was reported by counselor Marco Bertaiolli and followed by the board. During the reading of the opinion, the rapporteur criticized the fact that the Finance Department maintains confidential data in relation to tax waivers.
Bertaiolli also pointed out deficiencies in the supervision of privatized highway contracts and demanded greater control from the São Paulo government over services that were granted to the private sector and in hospitals managed by social organizations.
“The results of the audit confirm the introductory observations of this vote in the sense of the imperative improvement of the state structure for the exercise of regulation and supervision of public services directly carried out by private entities”, wrote the rapporteur, in his opinion.
The 2023 and 2024 reports, which also referred to governor Tarcísio de Freitas' accounts, were also approved with reservations, with the collegiate expressing concern regarding revenue waivers and pension management.
