Campo Grande City Hall decreed, this Tuesday (16), intervention in the Guaicurus Consortium, responsible for urban public transport in the capital. The measure, signed by Mayor Adriane Barbosa Nogueira Lopes, has a term of up to 180 days and seeks to guarantee the continuity and quality of the service provided to the population.
The decree affects the concession contract that regulates the operation of the public transport system in the city. The consortium is made up of the companies Viação Cidade Morena Ltda, Viação São Francisco Ltda, Jaguar Transportes Urbanos Ltda and Viação Campo Grande Ltda.
According to the text, the intervention aims to ensure the regularity, efficiency and safety of the service, in addition to investigating flaws highlighted in technical and administrative reports. It also provides for the analysis of the operational and financial situation of the concession and the identification of possible responsibilities of managers and administrators.
To conduct the work, Aléxandro Adriano Lisandro de Oliveira was appointed intervenor. He will be assisted by a team with administrative-financial, legal and operational areas. During the intervention period, the group assumes management of the transport system.
With the measure, the current administrators of the consortium will have their management powers suspended, but will continue to have the right to defend and monitor the administrative process, as determined by federal legislation.
The decree establishes that, within 30 days, an administrative procedure must be opened to investigate the irregularities. A preliminary report must be presented within 90 days, and the final report at the end of the intervention.
The city hall reinforces that the intervention, in itself, does not mean the end of the contract. At the end of the process, measures such as returning management to the consortium, applying sanctions or even expiring the concession may be adopted, depending on the conclusions of the final report.
The remuneration of the intervenors will be paid with resources from the concession itself, respecting the municipal public service ceiling.
