It was claimed that Muğla Yatağan District Agriculture and Forestry Director Ayşe Didem Biber applied intimidation policies to the personnel working in the directorate. Accordingly, Biber intervened in everything from the clothing of the female staff to their private lives, and used the directorate as if it were a 'family company'. Yusuf Kurt, Chairman of Tarım Orman-İş Union, said, "What happened in Yatağan is neither a singular management mistake nor just the personal ambition of a manager. The picture before us is the proof of an organized decay that disregards the justice of the state, the dignity of civil servants and the conscience of the public."
