The World Cup atmosphere heats up the trade in items with Brazilian colors, boosting the sale of clothing, decorative items and, mainly, flags. However, the use of the national symbol has rules established by Law No. 5,700/1971, which classifies the misuse of the flag as a criminal offense and, in situations of direct disrespect, as a crime.

The legislation formally prohibits the use of the national flag as clothing, tablecloth or any format that distorts its original purpose. Lawyer Tatianna Cunha explains that, despite the legal restriction, the adaptation of the symbol for clothes and accessories during the football world cup is tolerated by society.
"During the World Cup it is acceptable, according to custom, because this act does not represent something disrespectful, on the contrary, it is a manifestation of civilism, patriotism, pride in a nation", explains the expert.

What is considered an infraction and crime
Law No. 5,700/1971 specifically details what constitutes a manifestation of disrespect for the National Flag. According to Article 31 of the legislation, it is expressly prohibited:
Present the flag in poor condition;
Change the shape, colors, proportions, the couplet (the banner with the motto "Order and Progress") or add other inscriptions on it;
Use it as a drapery, drapery, drapery, table covering, tribune covering, or as a covering for plaques, portraits, panels or monuments to be inaugurated;
Reproduce it on labels or packaging of products displayed for sale.
In addition to these infractions, which constitute a criminal misdemeanor, there are behaviors that are punished more rigorously by the authorities. Deliberate acts of attack on the national symbol change its status before the law. "Stepping on the flag, tearing the flag, burning the flag, this is not allowed, this is a crime", warns lawyer Tatianna Cunha.
Disposal protocol
The law also defines a specific procedure for when the flag loses its conditions of use. Worn or torn material cannot, under any circumstances, be disposed of in general trash.
Old flags must be handed over to military units (Army, Navy or Air Force) or police corporations. Official disposal is mandatory through incineration in a standardized ceremony, which takes place every year on November 19th, the date on which Flag Day is celebrated.
