In the worst-case scenario, an earthquake directly hitting the Tokyo metropolitan area is expected to kill as many as 18,000 people.The government has decided on a basic disaster prevention plan that includes mitigation goals to reduce the number of deaths by half over the next 10 years. The aim is to install seismic breakers to prevent fires in most target areas, including all cities, wards, towns and villages in Tokyo and three prefectures.
