"The amount will remain contingent and will be released according to the needs of the State University of Amazonas. According to the administration, the measure is related to the drop in revenue recorded in 2026 and the need to prepare the state for a possible severe drought in the coming months. Now on g1 According to the government, state revenue was impacted by the reduction in the dollar exchange rate, a factor that directly influences imports carried out by industries in the Manaus Industrial Pole (PIM) and, consequently, the collection of Tax on the Circulation of Goods and Services (ICMS). Vice-governor Serafim Corrêa stated that the loss of revenue is estimated at around R$695 million this year. "Amazonas' revenue depends heavily on imports made by industries in the Free Zone. With the fall of the dollar, there was a significant reduction in the ICMS calculation base, generating a loss close to R$700 million," he said. Use of resources for small businesses The decision also occurs while a Proposal for Amendment to the Constitution (PEC) sent by the state government is being processed in the Amazonas Legislative Assembly (Aleam), which authorizes, on a temporary basis, the use of resources from the Fund to Support Micro and Small Businesses and Social Development of the State of Amazonas (FMPES) to pay current expenses until the end of 2026. Currently, the fund is intended for financing micro and small companies, cooperatives and social development actions. Under the proposal, part of the resources may be reallocated in situations considered extraordinary by the government. In the justification sent to state deputies, the Executive states that the measure seeks to create mechanisms to face budget restrictions, guarantee the continuity of public services and preserve fiscal balance. The proposal will still be analyzed and voted on by the Legislative Assembly.
