The Federal Supreme Court (STF) held, this Wednesday (10), a conciliation hearing to discuss the territorial dispute between Mato Grosso and Pará, which involves an area of around 22 thousand square kilometers. During the meeting, politicians from Mato Grosso presented several proposals to put an end to the dispute (see below).
The division between the two states was demarcated in 1922, and has been the subject of dispute so, in 2020, after almost 22 years of dispute, the STF maintained the limits between the states. In May 2023, however, Mato Grosso once again questioned this understanding by filing a new lawsuit.
In the process, the state demands recognition of part of the area, including the geographical landmark known as Cachoeira das Sete Quedas, previously called Salto das Sete Quedas, and seeks a solution for communities that, despite being located in Pará territory, use health, education and public security services offered by cities in Mato Grosso.

The hearing was led by Minister Flávio Dino and brought together representatives of the governments of the two states and the Union.
Solutions presented
Government
During the meeting, governor Otaviano Pivetta (Republicans) proposed the creation of a cooperation agreement so that Pará can financially compensate the public services provided by Mato Grosso to the population of Pará.
Governor Hana Ghassan highlighted that Pará will not lose its territory to Mato Grosso. The governor also defended that any debate on the implementation of the STF decision takes place within the limits already established by the Court.
Senate
Senator Wellington Fagundes (PL) suggested the creation of an Integrated Development Region (Ride) as an alternative to resolve the impasse. The proposal envisages joint action by the Union, state governments and municipalities in a cooperation structure aimed at making investments and defining shared responsibilities in the disputed region.
State deputies
State deputy Janaina Riva (MDB) argued that, if there is no consensus between Mato Grosso and Pará, the population directly affected by the territorial conflict must also be consulted before a definitive decision is made on the limits between the states.
The president of ALMT, Max Russi (Podemos), defended three measures to resolve the impasse: the holding of a plebiscite, the holding of a public hearing in the affected region and the creation of legal guarantees so that mayors of municipalities in Mato Grosso can continue offering public services to the population without fear of sanctions by control bodies.
Dispute continues
At the end of the hearing, there was no announcement of an agreement between the parties. The STF must continue negotiations in search of a consensual solution to the conflict. The proposals presented must also be analyzed.
