The Rosário City Council approved the opening of a Parliamentary Commission of Inquiry (CPI) to investigate the application of education resources in the municipality, including funds from the Basic Education Maintenance and Development Fund (Fundeb). The decision was taken during the 12th ordinary session of the Legislative House, held on Monday (8).

The creation of the CPI was made official through an ordinance signed by the president of the Chamber.
According to the ordinance, the Education CPI will analyze the use of resources from Fundeb, the National School Meal Program (PNAE), the National School Transport Support Program (PNATE) and other education funds. The investigation will cover the period from January 2, 2025 to the present.
Councilors highlight lack of transparency in the application of resources
Councilor Gustavo Reis, author of the request and president of the commission, stated that the CPI responds to the population's request for more transparency in the use of public resources.
According to him, the investigation also intends to investigate complaints about problems in school infrastructure and school transport.
“We want to know where the resources are going and if they are being applied correctly to the population,” he declared.
During the session, councilors reported problems such as closed schools and failures in school transport. There were cases of buses breaking down during the route, which harmed students in the municipal network.
Supervisory role of the Chamber
The City Council stated that the installation of the CPI reinforces the constitutional role of the Legislature in supervising public administration.
The commission may request documents and information, carry out investigations, summon those responsible to provide clarifications and produce technical reports on the facts investigated.
The work will follow the rules set out in the Federal Constitution, the Municipal Organic Law and the Chamber’s internal regulations.
Completion deadline
The Education CPI will have an initial term of 120 days from its installation. The period can be extended, according to the internal regulations.
At the end of the investigation, a final report will be prepared with the steps taken, the facts discovered, the commission's conclusions and possible recommendations to the competent bodies.
Installation takes place amid political clashes
The creation of the CPI occurs amid tension between the Legislature and the administration of Mayor Jonas Magno (PDT).
During the session, councilors also criticized the dismissals of employees hired by the municipal administration. They stated that the dismissals have caused social impacts and defended more oversight of the Executive.
According to the Chamber, the Education CPI represents a commitment to transparency, the correct use of public resources and the strengthening of education management in the municipality.
