On May 28, at around 7:31 p.m., Sergeant Park Sang-min and Constable Jeon Wan-jip from the Toseong Police Station of the Goseong Police Station, who were patrolling on National Highway No. 7 in the direction of Sokcho near Ohho Elementary School in Jukwang-myeon, Goseong-gun, Gangwon-do, spotted a taxi driving fast with its emergency lights on. The police asked the taxi to stop and checked on the unconscious 2-year-old child and his guardian inside the car. The taxi driver said, “The child is very sick and we need to take him to the hospital quickly.” Sergeant Park and others carried the guardian and infant into a patrol car. The patrol car arrived at the Sokcho Medical Center emergency room in about 10 minutes with its siren blaring. Considering the usual congestion on the way home from work, the distance took about 30 minutes. After receiving emergency treatment, the infant's condition improved and he was discharged the same day. The child had been showing symptoms of high fever and vomiting since the previous day, and his condition deteriorated rapidly before getting into the taxi. At the time of transfer to the hospital, the oxygen level in the blood dropped.
