He made clear his intention to break away from formal reports and share achievements and limitations as they are, and to pursue key issues at a speedy pace despite difficult financial conditions. Governor Chu called an unscheduled meeting of office and director generals on the 10th, suspending the scheduled office and bureau work reports. At this meeting, he emphasized, “The work reports so far have been biased toward a rosy outlook rather than a cold-hearted evaluation of the project,” and “This should be an opportunity to honestly evaluate what was planned, how much of the budget was invested, and what achievements and limitations there were.” He also said, “What went well should be reported as well, and what was lacking should be reported as it is,” and added, “We will receive work reports again from the departments that are ready, and we will responsibly reflect the results in business evaluation, budget planning, and personnel management.”
