Furthermore, the requirements remain valid for the restaurant to begin the environmental licensing process, request approval from the Mato Grosso do Sul Environmental Institute (Imasul) and present a Special Operating Permit. The judge highlighted the application of the so-called precautionary principle, used in situations where there is a potential risk to the environment and the absence of sufficient information to rule out possible impacts. According to the decision, there were no objective parameters to define which events could be considered "larger shows", a restriction that had been established by the first instance decision that partially authorized the resumption of musical activities. Fazenda Churrascada is located in the Buffer Zone of the Prosa State Park, a region that has specific rules for activities with potential environmental impact. How the dispute started The discussion about noise emissions at the site began after inspections carried out by environmental agencies. In December 2024, during a concert by singer Zezé Di Camargo, a measurement carried out by the Municipal Secretariat for the Environment and Urban Management (Semadur) recorded a noise level of 63.4 decibels, above the limits set by technical standards. In January 2025, a new measurement carried out by the Military Environmental Police showed 59.78 decibels. On the other hand, a study contracted by the company itself, carried out on March 27 and 30, 2026 by A2M Engenharia Acústica, recorded levels between 30.2 and 43.1 decibels during normal operation of the establishment.
