When defending the proposal, senator Jaques Wagner (PT) highlighted the historical importance of Bahian resistance for the consolidation of national independence. "The fight was bloody, with many deaths and, finally, the Portuguese Navy troops withdrew, exactly cornered by the Bahian resistance, adhering to the independence process," he stated. The senator also recalled that the temporary transfer of the government headquarters to Salvador had already occurred previously, in 1993, during the 3rd Ibero-American Conference of Heads of State and Government.
