According to the Civil Police (PC), the abuse allegedly occurred between 2017 and 2019, when the victim was 11 years old. Dvagner Lopes Santana had been on the run since May 2025, when the court issued a new preventive arrest warrant against him. The man was found hiding in a residence in the Pampulha neighborhood. The arrest was carried out by teams from the Territorial Police Station (DT) of Conceição do Coité during Operation Malhas da Lei, which seeks to locate and capture fugitives from justice throughout the state. 📲 Click here and join the g1 Feira de Santana and region WhatsApp group According to the complaint presented by the Public Ministry of Bahia (MP-BA), the crimes initially took place in the municipality of Valente and, later, in Conceição do Coité. The person being investigated would also have made threats to prevent the victim from revealing the facts. Now on g1 Case history The man's first preventive detention was ordered in March 2019. At the time, the Court understood that there was sufficient evidence of authorship and that the measure was necessary to guarantee the protection of the victim. After the conclusion of the police investigation, the Public Ministry formalized the complaint for rape of a vulnerable person. The agency maintained that the crimes had been committed over approximately two years, while the victim was still a minor. In March 2020, after approximately a year in prison, the person being investigated had his preventive detention revoked. The defense claimed that the procedural instruction was taking time to complete and that there was a delay in hearing witnesses and the victim himself. Upon release, the suspect began to comply with precautionary measures, including the obligation to maintain a minimum distance of 500 meters from the victim and her mother. The Public Prosecutor's Office appealed the decision and requested the reinstatement of preventive detention, arguing that the reasons that justified the measure were still present and that the delay in processing the case was related to the production of evidence against the person being investigated. In 2021, the Bahia Court of Justice upheld the decision that allowed him to respond to the case in freedom. In May 2025, the MP presented a new appeal questioning the freedom of the person being investigated. After analyzing the request, the Court issued a new preventive arrest warrant. Since then, according to the Civil Police, Dvagner Lopes Santana was considered a fugitive. After his arrest this Tuesday (16), he was taken to the police unit, where he remains at the disposal of the courts.
