Businesswoman Cláudia Fernanda Cândido da Silva presented herself to the Civil Police this Monday morning (15), in Palmas. She is suspected of involvement in alleged fraud in the R$139 million contract for outsourcing the Emergency Care Units (UPAs) in Palmas.
Cláudia had been on the run since June 10, when the Specialized Corruption Repression Division (Decor) carried out a new phase of Operation False Emergency. The Secretary of Health, Dhieine Caminski, and the Superintendent of Health Care, Andreis Vicente da Costa, remain in prison.
Cláudia's lawyer stated that he has not yet had access to the investigation files.
The businesswoman is appointed by the Public Ministry as a representative of Santa Casa de Misericórdia de Itatiba, an entity benefiting from the contract signed with the Municipal Health Department (Semus). The entity denies that the businesswoman is a representative of the institution.

The defenses of Dhieine Caminski and Andreis Vicente reported that they filed habeas corpus on Friday and obtained an injunction that guarantees access to the files. Lawyers hope to consult the material this Monday (15) to comment on the arrests.
Santa Casa de Misericórdia de Itatiba reported that it is not being investigated in this operation. Palmas City Hall, through the Municipal Attorney General's Office, informed that it is following the case and awaiting access to the files to comment (see full note below).

Rented luxury car
One of the central points of the investigation against Cláudia is her relationship with the then Health Care Superintendent, Andreis Vicente da Costa.
The Public Prosecutor's Office indicated that Cláudia rented a luxury car (BMW/X1 S20I M SPORT, year fab/mod 2025/2026) one day before the signing of the Justification for Waiver of Public Call, a document that exempted the bidding procedure.
The vehicle was allegedly delivered to the Semus superintendent, responsible for setting up the hiring process. For investigators, the use of the vehicle may indicate a disguised undue advantage, as the cost is considered incompatible with the employee's income.
The BMW was constantly used by the superintendent. The vehicle was leased at an overall cost of R$228,576.00 for two years, equivalent to R$9,524.00/month.
According to the records, the superintendent used the car frequently, maintained close proximity to the businesswoman and frequented her address. Reports also indicate that the two traveled to the state of São Paulo during the investigations.
Preventive detention
The court ordered the businesswoman's preventive detention based on the seriousness of the facts, the high value involved and the risk of continuing the practices investigated.
The decision also mentions that the contract being investigated is still being executed, with million-dollar transfers, which reinforces the need for the precautionary measure.
Cláudia Fernanda is already responding to other processes related to the health sector in Palmas. Among them are an action of administrative improbity and a police investigation into suspected irregularities in the purchase of health supplies. It is responsible for the diversion of R$1 million in contracts related to the supply of rapid Covid-19 tests in 2020.
The case is being processed in the 2nd Finance and Public Records Court of Palmas. According to the file movement record, the case was forwarded to the judge on May 21, 2026 and is awaiting trial. Full note from Palmas City Hall
Palmas City Hall, through the Municipal Attorney General's Office, informs that it is following the case and awaiting access to official information in the case file to comment.
The Secretary of Health of Palmas, Dhieine Caminski, and the superintendent of Health Care, Andreis Vicente da Costa, were authorized by the Court to be taken to the Battalion of the General Command of the Military Police until a custody hearing.
The actions of the Health Department continue normally, without harm to the population, including the services provided by the South and North Emergency Care Units.
