In promoting the filing, the prosecutor acknowledged that Ryan's death should not have occurred, but highlighted that there is no way to attribute blame to the agents. “No police officer puts on his uniform, draws his gun and shoots to kill a defenseless child,” he says. The MP-SP highlighted that Ryan was not in the line of fire and that his death was absolutely unpredictable by the police, who were shooting at the suspects, which led to the recognition of the exclusion of the causal link. "The tragedy is complete and unacceptable! Ryan did not deserve and could not have gone through this.
