Federal government repurposes 1,900 abandoned properties

The Ministry of Management and Innovation in Public Services (MGI) announced this Thursday (11) that almost 1,900 properties owned by the Union are in the process of being allocated for land regularization in urban and rural areas, construction of popular housing, transformation into health and education equipment, in addition to sale on the real estate market with the aim of forming an investment fund administered by the government itself.
The measures are part of the Imóvel da Gente program, which has become a tool for mapping and social allocation of properties and federal public areas.

An event at Palácio do Planalto, with the participation of President Luiz Inácio Lula da Silva, ministers, municipal managers and social movements, presented an overview of the program's actions since 2023.
"You take the old center of São Paulo, the old center of Rio de Janeiro, Salvador, Recife, all these capitals, for a long time, have abandoned buildings, abandoned houses, abandoned stores. And they are often abandoned with legal proceedings", said the president, when explaining the idea of seeking a social function for idle public areas.
According to data from the Union Heritage Secretariat (SPU), linked to the MGI, the allocations made since 2023 have the potential to benefit around 400 thousand families, in all states. In total, the designated areas total more than 18,500 square kilometers, around three times the size of the Federal District.
"We are transforming abandoned properties into homes, into property titles, into schools, into hospitals, into opportunities. The Union's heritage once again fulfilled its social and socio-environmental function and returned to serving the Brazilian people", highlighted the Minister of Management and Innovation in Public Services, Esther Dweck.
Neighborhood titling
According to the minister, properties are not just houses or apartments, they involve extensive areas covered by entire neighborhoods. At the head of the land regularization program, said the minister, the SPU cross-referenced the data and identified 370 areas in the Union where there is housing occupation that has not yet been titled.
The processes involve partnerships with states and city halls, which work on urbanizing the territory, dividing up properties, identifying families and registering them with a registry office.
Around R$200 billion from the PAC Periferia Viva, another federal program, is being made available to pay for the title, including notary costs. Of the total of 370 areas, 129 already have a partnership between the federal government and municipalities to facilitate regularization, informed Dweck
The minister also highlighted that, in cities like Belém, around 15 neighborhoods will be able to have their houses completely regularized in the name of the occupying families through the program. Around 68 properties were allocated to hospitals, basic health units and social assistance units. And another 141 properties, previously idle, are being transferred to public education, including 25 campuses of federal institutes.
Collective destination
Another similar partnership made it possible to transfer 196 Union areas to indigenous, quilombola and riverside communities. Federal land with hundreds of hectares, abandoned airports and warehouses in urban areas, such as the warehouses of the former Instituto Central do Café, in Vila Carioca, central São Paulo, were also included in the program.
The warehouses of the former Instituto Central do Café have been targeted for allocation by the government since 2009, still during Lula's second presidential term. During the ceremony this Thursday (11), he talked about his relationship with the place, close to where he lived as a child.
"This is a dream for me, being able to hand over this warehouse to the people of Vila Carioca," said Lula.
The allocation of the property will still take some time. After unlocking the transfer of the property, an architectural project for multiple uses of the area must be presented and discussed directly with the neighborhood's residents, through public consultations. The government's idea is for the site to be a hybrid facility, with a cultural center and leisure areas.
Present at the event, Minister Guilherme Boulos, from the General Secretariat of the Presidency, highlighted that the federal government sets an example by transforming "abandonment into dignity".
"One thing that the housing movement has always reinforced is that, in Brazil, due to a historical legacy of inequality, we have more houses without people than people without houses. In fact, according to the latest IBGE census, there are 11 million unused properties and 6.2 million families without a house in Brazil", he observed.
