The Belo Horizonte City Council approved in the 1st round, this Thursday (11), a bill that authorizes the city hall to request a loan of up to R$1 billion for works and other interventions on the Ring Road.
The text allows the amount to be requested from the New Development Bank (NBD), from Brics, or other financial institutions.

According to the proposal, authored by the Executive, the money will be invested in projects that impact the operation on the Ring in areas such as housing, urban mobility, sanitation and environmental sustainability.
In justifying the project, Mayor Álvaro Damião (União Brasil) highlighted that the Ring Road "performs a strategic function" in the city, but has "inadequate" infrastructure and "a high number of accidents".
The management of the road, which was the responsibility of the Union, was municipalized a year ago, in June 2025.
"Among the priority interventions [...] stand out modernization projects, expansion of viaducts, adaptation of access loops, restoration of existing walkways and implementation of new walkways. Furthermore, it is necessary to increase the traffic flow capacity, eliminating bottlenecks", says the text.

The proposal received 32 votes in favor and five against. Councilor Pedro Patrus (PT) said he was not against the loan, but defended more transparency in relation to the allocation of resources.
"We need to have more information. It's that old 'blank check' story for the Executive Branch," he stated.
The government leader in the Chamber, Bruno Miranda (PDT), declared that he will propose a public hearing so that the city hall can provide clarifications on the loan.
"There is a lot to be done on the Ring Road. [...] It will be a safer Ring with much better mobility for our city."
Transparency in works
The councilors also approved a project that says that the city hall will be able to make available, on public works signs, a QR Code with information such as the value of executed installments, the digital copy of the contract and the status of the intervention.
The original project, authored by councilor Pablo Almeida (PL), required the inclusion of the QR Code on signs, but the proposal was approved in the 2nd round in the form of a replacement proposed by the government leader, Bruno Miranda.
