Senate Committee approves new salary floor for doctors and dentists

Authored by senator Daniella Ribeiro (PSD/PB), PL nº 1,365/202 also readjusts the additional payment for night work and overtime from 20% to 50%; ensures a ten-minute rest break for every 90 minutes worked and determines that the head of medical and dental services is only occupied by professionals from the respective areas.

If no senator presents an appeal for the proposal to be voted on by the Senate plenary, it will go to the Chamber of Deputies for analysis. If approved, the new rules will apply to professionals in the public and private sectors.
In the case of the private sector, the new floor will be readjusted annually, based on official inflation, measured by the Broad National Consumer Price Index (IPCA). Municipalities, states and the Federal District may apply other indicators, according to local legislation.
According to calculations by the Ministry of Management and Innovation in Public Services, in the federal public network alone, the measure will, in 2027, have an impact of around R$7.7 billion on public coffers.
Rapporteur of the proposal, senator Fernando Dueire (PSD-PE) classified the measure as a "historic repair". In his opinion, he argues that the financial valorization of doctors is a necessary condition for the success of policies for the internalization of these professionals. Senator Dr. Eudócia (PSDB-AL) stated that the minimum currently applied is insufficient for the category.
In a statement, the president of the Federal Council of Medicine (CFM), José Hiran Gallo, celebrated the approval, classifying it as a historic achievement for the category, as it moves towards updating the legislation in force, which establishes the floor for doctors corresponding to three minimum wages in 2022.
"The Senate analyzed and recognized that Brazilian doctors deserve a decent salary. This approval represents recognition of the importance of professionals for the health system and for Brazilian society. It is a measure of professional appreciation and justice", he stated.
The approval of the PL was added to two other decisions from the Senate yesterday, which impact the Union Budget: the approval of the use of the Pre-Salt Social Fund (FS) to finance the payment of debts of rural producers caused by adverse weather events or negative economic impacts due to international geopolitical conflicts and the approval of special retirement for community health agents and those fighting endemic diseases.
