At this stage of the action, called 'Medieval Guilds', investigators are investigating the existence of a possible core of corruption within the association, with evidence of public agents participating in the criminal scheme.

Eight court orders were served in Ubá, including two for search and seizure and one for employee removal, in addition to the use of an electronic ankle bracelet.
The MPMG did not inform whether the employee on leave was a civil police officer.
The operation was carried out by the MPMG and the Civil Police and investigates a criminal organization that controlled the market for manufacturing and stamping automotive license plates in Zona da Mata and other regions of the country.

A doctor from Ubá was arrested in the first phase of the operation in May. In total, 37 court orders were served in the cities of Muriaé, Perdões, Ubá, Visconde do Rio Branco, Belo Horizonte and Rio de Janeiro.
19 search and seizure warrants;
10 precautionary electronic monitoring measures (electronic ankle bracelet);
8 orders to suspend the activities of companies linked to the stamping and sale of vehicle license plates.
Furthermore, more than R$30,000 in cash, firearms, computers and cell phones were seized during the operation.
How the criminal scheme worked
The crimes investigated include active and passive corruption, money laundering, cartel formation and criminal organization.
According to the Special Action Group to Combat Organized Crime (Gaeco) in Zona da Mata, the suspects were divided into groups to guarantee a monopoly in the sector.
The group enticed license plate companies to participate in a cartel that operated through:
Artificial price fixing and manipulation of product supply;
Control of revenue declared by dozens of companies;
Distribution of profits among participants based on internal criteria, such as how long each one has been operating in the market.
According to Gaeco, businesspeople who tried to resist the scheme were threatened. The investigation also points to the use of 'scams' to hide valuables and launder illegally obtained money.
