The president of the Superior Electoral Court (TSE), Kassio Nunes Marques, ordered this Monday (9) the removal of the content and the suspension of the publication of the research by the AtlasIntel Institute. The survey showed, in May, a five-point drop in the voting intentions of the PL pre-candidate, Flávio Bolsonaro. The release of the survey occurred after the leak of an audio of a conversation between the senator asking banker Daniel Vorcaro for money. For Kassio Nunes Marques, there are signs of induction into the contamination of responses, compromising the research methodology. Nunes Marques takes on reporting on cases involving Flávio Bolsonaro and Master at the TSE The minister's individual decision must be taken to a referendum in the court's plenary session this Tuesday (9). Nunes Marques responded to a request from the Liberal Party (PL). The party alleged to the TSE that the institute's questionnaire had been structured to induce negative responses about the senator, creating an accusatory narrative. This is because of the 49 questions, 8 directly involved Banco Master and are presented in sequence, influencing the perception of the interviewees and not just measuring the perception of the interviewees. The institute interviewed 5,032 voters in Brazil from May 13th to 18th. The margin of error is 1 percentage point and the confidence level is 95%. The PL said there was a progression: electoral fear; Lula x Flávio comparison; financial fraud; Master Bank; Daniel Vorcaro; leaked conversations; possible direct involvement; impact on voting; weakening of the candidacy; withdrawal of candidacy. And the audio, according to the caption, could not be used in the research because it has no proof of authenticity. "This chain produces context, not mere measurement. Research, in the heterodox way in which it is formulated, can unduly create headlines and campaign narratives based on results obtained after negative stimulus. This distorts the informative function of electoral research and allows the measurement instrument to become an indirect means of negative propaganda", he argues. Kassio Nunes Marques, minister of the STF Nelson Jr/STF Induction In the decision, Nunes Marques said that “the controversy raised in the case is not limited, therefore, to mere disagreement regarding the methodological choices of the represented party, but involves an objective allegation of the possible use of the questionnaire as a mechanism for inducing the interviewee”. The president of the TSE highlighted that another 27 surveys carried out by AtlasIntel did not present questionnaires with questions similar to the content of the survey questioned nor did they broadcast audio. The institute will have to send the TSE additional technical documentation that indicates the regularity of the methodology, clarifying the use of audio. The Public Electoral Ministry will also comment on the process.
