Sano City, Tochigi Prefecture, has issued an ``emergency safety order'' for 6,520 people from 2,249 households living in areas around the river due to flooding in the Hatagawa River that runs through the city. Level 5 is the highest alert level, and people are being asked to check their surroundings and take actions that are likely to save lives by staying in a safe place, such as nearby buildings, on the second floor or higher of their homes, or away from slopes.
