Ashikaga City, Tochigi Prefecture, issued an "emergency safety order" at 12:30 a.m. on the 18th for a total of 8,679 households and 17,812 people in the Keno and Tomita districts, areas that had previously been subject to evacuation orders, due to an increased risk of flooding in the Hatagawa River that runs through the city. Level 5 is the highest alert level, and people are being asked to check their surroundings and take actions that are likely to save lives by staying in a safe place, such as nearby buildings, on the second floor or higher of their homes, or away from slopes.
