After Ukrainian President Zelensky ousted the popular Defense Minister Fedorov, he had to find a successor who would be difficult to criticize. He managed to do this with the previous intelligence chief Yevhen Khmara. There are only formal reasons why Chmara should only hold office on a temporary basis.
