This memorial service, the first held since the inauguration of the 9th popular election, was held as an official event with the government and local governments. The memorial service held under the theme of ‘3 years after the Osong disaster, beyond memory and mourning to a safer tomorrow’ was attended by Jeon Seong-hwan, Senior Secretary to the Government and Public Administration and Security, and Yun Ho-jung, Senior Secretary to the Ministry of Public Administration and Security. About 200 people, including the minister, Chung Cheong-rae, former leader of the Democratic Party of Korea, members of the National Assembly, bereaved families, survivors, civil society groups, and officials from the Ministry of Public Administration and Security, North Chungcheong Province, and Cheongju City, attended. Prior to the memorial service, attendees visited the citizens' incense burner set up at the temporary building of Cheongju City Hall and laid flowers in memory of the victims. Representatives from the Democratic Party of Korea also visited Cheongju that day to comfort the victims and their families. Former Prime Minister Kim Min-seok visited the citizens’ incense altar set up at Cheongju City Hall and wrote in the guestbook, ‘I will be with you until the end of the truth-finding process. “I bow my head in remembrance,” he wrote in the guestbook. After burning incense, the attendees moved to the North Chungcheong Province conference room and continued the memorial service from 7 p.m.
