The second comprehensive special prosecutor (Special Prosecutor Kwon Chang-young) requested an arrest warrant on the 14th for former Prosecutor General Shim Woo-jung and former Supreme Prosecutors' Office Planning and Coordination Department Director (Chief Prosecutor) Shim Woo-jung on charges of participating in martial law. The special prosecutor announced on this day that it had requested arrest warrants for former Prosecutor General Shim and former Chief Prosecutor Jeon on charges of engaging in important civil war duties and abusing power and interfering with the exercise of rights. The special prosecutor believes that former Prosecutor General Shim is suspected of considering dispatching prosecutors, including liaison officers, to the Martial Law Joint Investigation Headquarters under the instructions of former Justice Minister Park Sung-jae after martial law was declared on December 3, 2024. Former Prosecutor General Shim had three phone calls with former Minister Park between December 3 and 4, 2024, and the Special Prosecutor’s judgment is that former Minister Park gave instructions regarding ‘dispatch of prosecutors.’ The special prosecution is known to have secured an internal document in which working staff from the Planning and Coordination Department of the Supreme Prosecutors' Office reviewed the prosecution's investigation and trial jurisdiction under martial law. It is known that this document was written after the lifting of martial law, and the special prosecutor was charged with martial law for ordering the writing of the document or receiving the report.
