Ahead of the 12th anniversary of the international arbitral award that completely denied China's territorial claims in the South China Sea, Philippine Foreign Minister Lazarus stated, ``Arbitral awards are the unshakable foundation of the international order,'' and emphasized that the Philippines will work with Japan and other countries to strengthen efforts toward regional stability.
