While water bombs rained down all over the country, the pattern of once-flooded buildings in Seoul being submerged in rainwater again year after year appeared to be sticking in certain areas. Some point out that the fact that the same building was locked twice means that the administrative system that analyzes the cause of the disaster and expands the disaster prevention infrastructure did not work properly. As a result of analyzing the Seoul city flood trace map by street number on the 9th, a total of 179 buildings were submerged during heavy rain in August 2022 and flooded again between 2023 and 2025. Among them, 81 were concentrated in Yeongdeungpo-gu, followed by Eunpyeong-gu (31) and Dobong-gu (19). Gong Ha-seong, a professor of fire and disaster prevention at Woosuk University, said, “The fact that the same building was locked twice means that the administrative system that analyzes the cause of the disaster and expands the disaster prevention infrastructure did not work properly.” In particular, all 81 repeated floods in Yeongdeungpo-gu occurred in Mullae-dong, which runs along Dorimcheon Stream. The waterway is narrow and shallow, and the ground is low, so flooding has been repeated since the 1990s. However, rainwater tunnels, which are considered a fundamental measure, require frequent construction.
