According to the PF, messages exchanged between Vorcaro and an assistant show the planning for parliamentarians' accommodation in the Portuguese capital. In one of the conversations, the assistant informs that he had booked two suites at the Four Seasons, while the former banker sends a list of guests that included the names of Ciro Nogueira and Hugo Motta. Located in one of the most valued areas of Lisbon, the Four Seasons Hotel Ritz Lisbon is rated five stars. The building combines elements of Art Deco architecture with references to the Louis XVI style and houses one of the largest private collections of Portuguese art from the 20th century, with sculptures, paintings and tapestries spread throughout the spaces. The structure includes a spa, indoor and outdoor swimming pools, a gym with panoramic views of the city and a running track installed on the 11th floor terrace. In the gastronomic area, the hotel has five restaurants and bars. Among them is CURA, a restaurant with a Michelin star, as well as the traditional Restaurante Varanda, known for its breakfasts and brunches with views of the park. The accommodations are among the most luxurious in Lisbon. Some of the main options are: Almada Negreiros Suite, with 175 square meters and decoration focused on Portuguese art; Presidential Suite, located on the top floor; and Royal Suite, which has three balconies and panoramic views of the city. The rooms and suites have private terraces facing Parque Eduardo VII or the Tagus River. The amounts charged reflect the luxury standard of the development. In quotes for 2026, a Premier room with a view of the park costs from R$14,000 per night. Superior category suites cost more than R$28,000 per night, while the exclusive Almada Negreiros Suite cost around R$100,000 per night. According to the PF, documents found in Vorcaro's emails reinforce the suspicion that he paid for the parliamentarians' accommodation expenses during the trip to Lisbon. Investigators identified an invoice related to the stay and concluded that the payments coincide with conversations held by the former banker during the same period. The report points out that the daily rates allocated to guests cost 3,155.71 euros, a value equivalent to around R$18,200 at the exchange rate at the time. Asked about the case, Hugo Motta said he was calm and said he defended an "exempt and impartial" investigation. Ciro Nogueira had not spoken out until the publication of the report cited by the PF. You have to make sure that the place in front of the restaurant is also privatized because otherwise you can see everything inside. There has to be someone down there, when you get out of the elevator you can see everything, who is there, what is happening", says Vorcaro in the audio. The assistant responds with "Okay." "Comparing this information with the conversations held in the same period, already mentioned, allows us to identify coinciding elements that reinforce the conclusion that certain payments refer to the accommodation of Ciro Nogueira and Hugo Motta", says the report. According to the PF, the daily rates in this case cost EUR 3,155.71 - at the price at the time, around R$ 18,256.21.
