The vice president of education of the Tehran Crisis Prevention and Management Organization said: ethnic, linguistic and social differences of each region should be taken into account in crisis planning, because knowing the cultural sensitivities and lifestyles of people plays an important role in creating effective communication between aid workers and victims.
