The Federal Public Ministry (MPF) and the Public Ministry of the State of São Paulo (MPSP) requested the immediate suspension of the licensing of stage 4 of the pre-salt due to the lack of proof of the environmental viability of the project.
In a note, the MPF detailed that the request is part of a public civil action filed last Monday (15) against Petrobras and the Brazilian Institute for the Environment and Renewable Natural Resources (Ibama).

“The MPF and the MPSP defend both the invalidation of the previous license already issued for the project and the prohibition of the granting of new approvals by the environmental agency”, highlighted the statement.
Stage 4 of the pre-salt corresponds to the new phase of oil and natural gas exploration in deep waters in the Santos Basin. The expansion brings together ten platforms, which would come into operation between 2026 and 2032.
“In the three decades of the project's expected useful life, it is estimated that the extraction and use of fossil fuels from the new units will result in the release of more than 3.8 billion tons of carbon dioxide into the atmosphere”, warned the note.
For the MPF, the volume represents a serious risk of worsening the climate crisis and goes against the environmental goals assumed by Brazil at the international level – the country has committed to reducing greenhouse gas emissions by 59% to 67% by 2050, compared to 2005 levels.

In a statement, Ibama informed that it has already responded in court in two previous public civil actions that deal with the matter. "If another action has been filed so far, the institute has not yet been notified. When this happens, Ibama will make a statement in the case files."
Agência Brasil contacted Petrobras and is awaiting its position.
