Patrushev (formerly the head of the FSB) blamed the “confused” rescuers of the Ministry of Emergency Situations (then headed by Shoigu) for the death of the “Nord-Ost” hostages.

The former head of the FSB, current assistant to the President of the Russian Federation Nikolai Patrushev, held the rescuers responsible for the death of the hostages during the terrorist attack on Dubrovka in 2002.
