The Federal District Court upheld this Monday (15) the decision that condemned former governor José Roberto Arruda and three others for administrative improbity within the scope of Operation Pandora's Box.
The following convictions were upheld:
former governor José Roberto Arruda;
by the former DF health secretary, José Geraldo Maciel
by businessman José Celso Valadares Gontijo
and the company Call Tecnologia.
The decision is from the 6th Civil Panel of the DF Court of Justice and may be the subject of a new appeal. g1 tries to contact the defense of those mentioned.

This Monday's decision also established the payment of R$ 1 million for collective moral damages for each of the convicts and maintained the joint obligation to reimburse R$ 257 thousand to the public coffers.
The new decision was unanimous. The court considered evidence such as recordings of cash deliveries, statements and banking expertise.
The defenses questioned the validity of the evidence, including the recordings, but the panel rejected the arguments.
""There is no evidence or indication of fraud or manipulation of this test. In this and other processes, there were reports and more reports, which came together to confirm the legality and fairness of the recordings." , informed the court
According to the Court, reports from the Federal Police attested to the integrity of the material and did not indicate manipulation.
Acquittals were also upheld
The acquittal of Paulo Octávio Alves Pereira and Marcelo Carvalho de Oliveira was maintained due to lack of direct evidence of involvement in the scheme.
The Court also denied the Public Prosecutor's Office's request for full refund of the contract values.
The judges understood that services were provided, which limits compensation to proven losses, to avoid undue enrichment of the public administration.

Former governor José Roberto Arruda is convicted of administrative misconduct
The case investigates a corruption scheme in the Federal District Government (GDF) between 2006 and 2009. According to the DF Public Ministry, the company Call Tecnologia e Serviços Ltda. paid bribes to public agents to maintain irregular contracts and guarantee payments.
According to the investigation, the transfers would correspond to around 10% of the value of the invoices.
The scheme included the use of the “debt recognition” mechanism, which allowed payments without a formal contract or tender. The volume of this type of operation grew by more than 500% in the period, and the amounts paid to the company exceeded R$66.5 million.
According to whistleblower Durval Barbosa, during the Arruda government (2007-2010) there was a corruption scheme that used emergency contracts and "debt recognition" invoices with participating companies.
Barbosa told the court that almost all services provided by companies to the government were overpriced, predicting a payment of 10% intended for bribes.
According to the indictment, Linknet's contracts with the Executive to supply equipment and computer programs ceased to be valid in January 2007.
Even so, the services continued to be paid until June 2009. There were two recognitions of debts, in the amounts of R$37.5 million and R$63.8 million.
