Part of the enclosures were without water and several cages had a large accumulation of feces, indicating lack of cleaning for a long period. According to the Environmental Police, the conditions compromised the health, well-being and biological needs of the animals, amounting to mistreatment. A veterinarian accompanied the inspection and assessed the condition of the birds. The resident allowed the team to enter the property and was not arrested, but received an administrative fine worth R$540,000. Among the birds rescued were 67 Ring Neck Parakeets, a species known for the ring around its neck, 57 cockatiels and 40 Red Rumped Parakeets, a bird originating in Australia. Specimens of plum-headed parrots, Cracaríque parrots, as well as parakeets, pigeons, roosters and garnisés were also found. The birds were collected and transported by a city hall truck to the Instituto Belas Aves, in Limeira (SP), where they will undergo evaluation and receive the necessary care. Penalties for animal abuse In March this year, the government announced a decree that provides for a fine of R$1,500 to R$50,000 for anyone who commits the crime of mistreating animals. The value can still reach R$1 million depending on the aggravating circumstances. 🐶The decree was named Cão Orelha in honor of the puppy that died after being attacked on January 4th. He was a community animal, and received care from several residents in Praia Brava, a tourist neighborhood in Florianópolis (SC). 🔎Before the decree, the law determined that the expected fines were R$300 to R$3,000. A survey by the National Justice Council (CNJ), released by the Federal Senate, points to a significant increase in the number of legal actions involving this type of crime. In 2025, 4,919 cases were opened in court, compared to 4,057 in 2024, an increase of approximately 21%. Compared to data from 2020, the increase reaches 1,900%.
