Court gives Union and city hall 30 days to guarantee health care in AM Disclosure The Federal Court determined a period of 30 days for the Union and the Municipality of Lábrea, in the interior of Amazonas, to take urgent measures to guarantee medical care and emergency transport to residents of the Ituxi and Médio Purus Extractive Reserves (Resex). The preliminary decision responds to a request from the Federal Public Ministry (MPF), author of a public civil action. According to the MPF, the lack of assistance in the region has been the target of investigations for more than a decade. The body stated that it tried to resolve the problem administratively, but the recommendations sent over the years were not complied with by public administrations. The two reserves are home to dozens of traditional communities that suffer from geographic isolation. The MPF highlights that health care in these areas needs to consider Amazon logistics, strongly impacted by the decline of rivers during the dry season. What should the city hall do? Within the 30-day period established by the Court, Lábrea City Hall will have to comply with a series of emergency obligations. The first of these is to map and register all reserve residents in the Ministry of Health's primary care system, a fundamental step to guarantee the receipt of federal funds. Furthermore, the municipality needs to present a detailed action plan that ensures full medical teams visit communities every 60 days. For emergency transport, the municipal administration was obliged to provide at least four ambulances equipped, supplied and on duty 24 hours a day to rescue patients. The federal government will have to provide all the technical support necessary for the municipality to prepare the service plan. The decision also obliges the Union to analyze, on a priority basis, requests to send new health teams to extractive reserves, in addition to ensuring that all transfers of financial funds stamped for local health are made in full and without delays.
