Delete Yazıcıoğlu file from scratch

Kahramanmaraş Chief Public Prosecutor's Office decided not to have jurisdiction in the investigation into the death of Muhsin Yazıcıoğlu and sent the file to the Ankara Chief Public Prosecutor's Office.
