Fifty thousand properties will be rural and 35 thousand will serve those who live in urban areas. The number of homes is 66% above the initial forecast. The residences will be financed by the Social Development Fund (FDS). The total value of the investment is R$10 billion.

The MCMV Entidades modality serves families with a total income of up to R$3,200 (gross value). Access to the benefit is through residents' associations, housing cooperatives and unions that submit proposals for the construction of houses and apartments to Caixa Econômica Federal.
For the coordinator of the Movement of Workers for Rights (MTD), Ângela Cristina Ferreira, the MCMV Entities modality reduces bureaucracy in the construction of residences and manages to establish dialogue “on the edge” with people in “extreme vulnerability”, enabling access to “good quality homes”.

In the case of MCMV Rural, there are resources for the construction or renovation of homes for farmers with a gross annual family income of up to R$50,000. The program – which also serves traditional communities, such as indigenous people and quilombolas – allows farmers to build houses on land where they live.
The president of the National Confederation of Rural Workers and Family Farmers (Contag), Vânia Marques, highlights that the Rural modality of the MCMV is extremely impactful. According to the Contag representative, the lack of electricity, paved roads and more accessible public policies is still common in these regions.
For the leadership, the initiative achieves social justice. "Because we are the ones who carry out a strategic mission for the nation every day. We are the ones who produce healthy food. We are the ones who supply the tables of the Brazilian people."

Entities representing rural movements and housing movements participated in a ceremony to announce the financing with the presence of President Luiz Inácio Lula da Silva at Palácio do Planalto, in Brasília.
The President of the Republic pointed out that the announcement of the construction of new properties meets the demand of social movements, and asked that they be active in implementing the program. "What you charge is not unfair. You know that we were elected to carry out what we planned."
