Leaks in the roof of a Centrad building, in DF TV Globo/Reproduction The government of the Federal District announced, on Tuesday (9), that it will occupy the Administrative Center of the Federal District (CAD), the former Centrad, without new expenses. The complex in Taguatinga has been closed for 12 years, since its "inauguration", and has never been used effectively. The GDF also said that only small repairs will be made so that the departments can occupy the structure: painting, waterproofing, among others. The expected expenditure is R$1.8 million per block – there are five. TV Globo visited the CAD this Friday morning (12) and recorded infiltrations, cracks, elevators not working and even a gunshot mark on the window in the room reserved for the Chief Executive's office. The Department of Works will initiate the change, followed by the Department of Urban Development and Housing, Environment, DF Legal, Mobility, Civil House and Celina Leão's office. According to the GDF, block L will be the first to be occupied. The change must occur within 90 days. However, at the site, there are many infiltration points in the walls and ceiling. The following amounts will be saved by the departments that will be transferred: ➡️ Department of Works: R$ 3 million per year ➡️ Department of Urban Development and Housing: R$5.5 million per year ➡️ Mobility Secretariat: R$3.2 million per year ➡️ Department of the Environment: R$ 3.1 million per year ➡️ DF Legal: R$3.5 million per year Remember the construction of Centrad Centrad, in Taguatinga, DF TV Globo/Reproduction Centrad was built through a Public Private Partnership (PPP) between the GDF and the private consortium formed by Via Engenharia and Odebrecht, with an estimated value of R$6 billion and a duration of 22 years. In addition to erecting the building, the consortium formed by Via Engenharia and Odebrecht would be responsible for services such as maintenance, security and cleaning of the space. For services after the inauguration, companies would receive R$17 million per month. As the project was never inaugurated, these amounts were never paid. On the other hand, the two companies claim that they spent around R$1.5 billion on the construction of Centrad and are also trying to recover the amount invested in the negotiation. In 2020, however, a decision by the 4th Public Finance Court of the Federal District prohibited the DF Government from transferring resources to the consortium. The GDF, however, has other expenses with the complex. Since the PPP was annulled in 2022, the DF government is responsible for the security of the site, which, abandoned, is the target of invasion, vandalism and depredation. Centrad timeline: 2009: Centrad works begin as a result of a public-private partnership (PPP) between the GDF and the private consortium formed by Via Engenharia and Odebrecht. 2014: The then governor Agnelo Queiroz inaugurates the space on the last day of his term with the works unfinished. 2015: Public Ministry (MPDFT) speaks out against occupation of Centrad and does not provide a Letter of Occupancy for the building. 2015: Governor Rodrigo Rollemberg “gives up” on moving the Executive to a local location due to irregularities. 2017: In a statement as part of Operation Lava Jato, former Odebrecht executive João Antônio Pacifico Ferreira, reveals that Centrad's negotiations were marked by "market agreements" and transfers to slush funds for electoral campaigns. 2017: GDF establishes a commission to discuss the possibility of canceling the PPP contract. 2019: Ibaneis Rocha (MDB) takes over and states that Centrad will be occupied "one way or another" in the first months of his administration. 2019: Public Ministry of Accounts (MPC) asks the Court of Auditors (TCDF) to bar the transfer to Centrad, claiming that the change would have no economic advantage. 2020: Amid the impasses in the PPP agreement, Justice prohibits the GDF from making any transfers to the companies that built Centrad. 2022: The GDF manages to cancel the contract with the companies and the PPP is canceled. 2024: Marcelo Galvão, special advisor to Ibaneis Rocha, says in an interview with Poder360 that works to occupy Centrad will begin in April. 2025: GDF announces that by April the government will launch the occupation works at Centrad. 2025: In August, the then Secretary of Works Valter Casimiro said in an interview with Correio de Manhã that works on the roads surrounding Centrad would begin "in the next few days". 2025: Ibaneis says in an interview with Jornal de Brasília, on August 29, that a concession notice to occupy Centrad would be published by Terracap "in the next few days". 2025: Questioned by g1 on September 26th, almost a month after Ibaneis' statement, Terrapac reported that such documents for the notice were still "in production".
