Given this, Vorcaro can return to the Federal Penitentiary of Brasília, where he was detained before being transferred to the Superintendency, or even to the so-called "Papudinha". The decision will be up to Mendonça, after a statement from the Attorney General's Office (PGR) on whether or not to accept the banker's second plea bargain proposal and, also, on whether or not he will be transferred from the PF. Vorcaro was transferred from the Federal Penitentiary after signing a confidentiality agreement, which is the first step towards discussing a plea bargain agreement — which occurred on March 19. The decision on where Vorcaro will be held will also take security issues into account. The PF understands that, as the plea bargain proposal did not advance, remaining in the Superintendency is no longer justified. The agreement continues to be negotiated with the PF and the PGR jointly. Investigators had been complaining that the material presented by the defense added little to what had already been raised by the PF and that the impression was that Vorcaro was acting to protect people close to him. The PF seized more than eight cell phones from Daniel Vorcaro and only the initial examination of some of these phones has already revealed that the banker's scheme goes beyond a financial fraud scheme, involving corruption, criminal organization and the use of a private militia to attack opponents and access confidential data.
