In several parts of Lavras, it is common to find loose, unmarked, broken or disused cables, a situation that, in addition to causing a visual impact, can pose risks to the safety of residents and pedestrians. According to councilor Aristides Silva Filho, the project establishes standards for the planning and occupation of public air space, especially with regard to the installation and maintenance of structures used by telecommunications companies and other services that use public network poles. The new legislation also aims to create clearer parameters for both inspection and the companies responsible for the installations. With this, the municipality would have legal instruments to demand the regularization of abandoned cables, excess wires and other irregularities found on the poles. The councilors highlighted that the problem is not limited to visual pollution. Excessive wiring and the presence of fallen cables can create risky situations for the population, in addition to making the maintenance of urban infrastructure difficult. Parliamentarians also classified the abandoned wires as a type of environmental liability that needs to be corrected. Despite defining rules for the organization of the aerial network, the project does not specify which municipal body will be responsible for supervision. This attribution will be the responsibility of the Executive Branch. If the proposal is sanctioned, City Hall will have up to 90 days to regulate the law and define which sector will be in charge of monitoring compliance with the new standards and applying any administrative measures. The authors state that the expectation is that future regulations will contribute to a broad cleaning of the city's poles, reducing the number of unused wires and improving both safety and the urban appearance of Lavras. The project was processed in a simplified vote and received unanimous support from councilors. Now, the effective implementation of the measures will depend on the City Hall's decision and the subsequent regulation of the law.
