Who was arrested during the operation?
According to the Civil Police and court decisions, the Secretary of Health of Palmas, Dhieine Caminski, and the Superintendent of Health Care, Andreis Vicente da Costa, were preventively arrested. The arrest took place on the morning of June 10, 2026, as a result of Operation False Emergency.
In addition to the civil servants, the Court also ordered the arrest of businesswoman Cláudia Fernanda Cândido da Silva, identified as a lobbyist and articulator of the interests of Santa Casa de Itatiba. She was considered a fugitive until she presented herself to the police.
What is the value and what does the investigated contract cover?
According to information released by Palmas City Hall and verified by the Civil Police, the contract amounts to approximately R$139 million. The amount refers to the partnership signed with the Civil Society Organization (OSC) Irmandade da Santa Casa de Misericórdia de Itatiba.
According to a court decision and the Public Ministry of Tocantins (MPTO), the contract covers the management, operationalization and execution of health services in the Emergency Care Units (UPAs) North and South of the capital. The investigation indicates that the formalization of the partnership would have occurred without bidding and indications of direction.
What are the crimes investigated by the Civil Police?
According to the Specialized Corruption Repression Division (Decor), the investigation investigates signs of hiring targeting, ideological falsehood and passive and active corruption. It is suspected that documents were produced with retroactive dates to legitimize the contract.
The judicial decision of the 1st Regional Court of Guarantees reinforces that there had been “fabrication” of justifications for the exemption from public notice. The documents were not located in the official digital systems of the Municipal Health Department (Semus) during the period in which they should have been produced.
How did the alleged bribery scheme work?
The investigation by the Civil Police and the MPTO identified that businesswoman Cláudia Fernanda rented a luxury BMW, at a monthly cost of R$9,500, one day before signing the bidding exemption. The vehicle was frequently used by superintendent Andreis Vicente da Costa.
For investigators, the use of the luxury car, valued at more than R$228,000 over the rental period, is incompatible with the server's salary and would have functioned as an indirect form of payment for an undue advantage.
Was there an attempt to interfere in the investigations?
Yes. According to the court document from the 1st Regional Court of Guarantees, the Secretary of Health, Dhieine Caminski, was accused of monitoring and trying to influence the testimony of subordinates to the Civil Police. This behavior was the basis for the request for arrest, to ensure the convenience of the criminal investigation and avoid coercion of witnesses.
What does the defense of those involved say?
The defense of former secretary Dhieine Caminski stated, in a statement, that they consider the arrest “disproportionate and unnecessary”, and informed that they will take the case to the Judiciary. Andreis Vicente da Costa's lawyer requested access to the files to speak out, while Cláudia Fernanda's defense informed that she would report herself to the police after returning from her trip.
What is the current status of the contract with Santa Casa de Itatiba?
Despite the arrests and investigations, the outsourcing contract remains in force. According to a decision by the Superior Court of Justice (STJ), from May 2026, the immediate suspension of the contract could cause “loss of assistance” or instability in emergency care in the capital.
The STJ highlighted that the decision does not analyze the regularity of the partnership, but only seeks to avoid a collapse in the health network. The merits regarding the legality of the contract are still being processed in the State Court of Tocantins.
How was the suspicious contract approved by secretariat employees?
According to the evidence collected by the Civil Police and presented by the MPTO, employees of the Department of Health reported having been pressured to sign technical opinions in favor of outsourcing. Many claimed they did not have access to the entity's work plan before signing the documents.
Was service at UPAs affected?
In an official note, the City of Palmas informed that the actions of the Health Department continue normally. The Municipal Attorney General's Office guaranteed that service at the North and South Emergency Units was not interrupted as a result of the police operation.

Palmas City Hall, through the Municipal Attorney General's Office, informs that it is monitoring the case and awaiting access to official information in the case file to comment.
The Palmas Health Secretary, Dhieine Caminski, and the Health Care Superintendent, Andreis Vicente da Costa, will be taken to the Military Police General Command Battalion until a custody hearing.
The actions of the Health Department continue normally, without harm to the population, including the services provided by the South and North Emergency Care Units.
