Operation Infiltrados revealed a network of connections between the former head of investigators at the Narcotics Investigations Department (Dise), a former civil police officer and a former intern at the Public Ministry (MP) with people linked to the PCC being investigated for planning to kill the prosecutor of the Special Action Group to Combat Organized Crime (Gaeco). The plan, however, was not executed.
According to investigations, the suspects arrested this Tuesday (9) would have participated in a scheme that involves leaking confidential information and extortion of those being investigated, including a member of the group that planned the attack.
According to the MP, the group would have used privileged data to charge R$500,000 from Maurício Silveira Zambaldi, known as Dragão and who would be responsible for laundering PCC money.
According to what was found, the former MP intern, Gabriel Lira de Jesus, would be responsible for using access to the institution's systems and databases to locate those being investigated with high economic power and demanding money in exchange for supposed protection against investigations.

The suspicion is that the law graduate entered the prosecutor's office with the intention of obtaining information for this type of practice. Messages were found from him demanding money from Dragão.
He would have had the support of former civil police officer Itamar Gomes da Silva, expelled from the corporation after conviction for extortion, suspected of intermediating contacts and assisting in the execution of the scheme.
Video of the meeting
In another aspect of the investigation, the former head of investigators at Dise de Campinas, Maurício Aparecido de Oliveira, is being investigated on suspicion of having relations with members of the PCC.
The investigation identified a meeting between him and businessman José Ricardo Ramos, identified as the faction's financial operator and cited in investigations into a plan to kill the Gaeco promoter.
This meeting was recorded on video recorded at the request of the businessman himself - the recording was located on José Ricardo Ramos' cell phone, and according to the investigation, it was made by his lover. The two were arrested in August 2025, in Operation Pronta Response.
For the Public Ministry, it is still necessary to clarify whether information was passed on, whether the meetings were related to the criminal plan and whether the group was only acting to extort those being investigated or also for the benefit of the criminal organization.

'Rotten oranges'
Responsible for Operation Infiltrados, prosecutor Marcos Tadeu Rioli said that there is a concern on the part of institutions to "eliminate these rotten oranges from their staff."
According to Rioli, the operation demonstrates that the Civil and Military Police, in addition to the Public Ministry (MP), are acting in an integrated manner so that "bad professionals who seek privileged information to carry out their crimes are removed from the institutions' staff."
The prosecutor also highlighted that society can trust institutions.
"I want to say that the population, society, can be sure that the institutions are working so that everyone receives an efficient, continuous and transparent public service," he said.

Personal file
One of those arrested is Maurício Aparecido de Oliveira, who was head of investigators at the Narcotics Investigations Station (Dise) in Campinas (SP). Currently, he worked in the city's 1st Police District - a flagrant center that serves the central region of the city. According to the Public Ministry, a week before the operation that dismantled the plan to kill Gaeco promoter Amauri Silveira Filho, in August 2025, Maurício met with one of the suspects identified as responsible for carrying out the attack.
Prosecutors say they found videos showing the meeting - see here. Now, they are trying to find out whether confidential information about the investigation was passed on to the criminal group.
In a statement, Maurício's defense informed that it is awaiting access to the records to analyze the "unnecessary request for temporary arrest of a public servant".
See note:
"We have not yet been able to gain access to the files, where our client's temporary arrest was ordered. But, in any case, I am very concerned about the excess of temporary and preventive arrests, recently decreed by the Judiciary, in response to requests made by the Public Prosecutor's Office, which is the State's accusing body. I learned from the press that the reason for the arrest would be involvement in a plan to kill a prosecutor from GAECO. However, we have had other arrests decreed by the Judiciary, where GAECO prosecutors used this same reason (serious, by the way!), but in the end they did not support these accusations, and, as if nothing had happened, they attributed other conduct to those being investigated. Let's wait for access to the records to analyze this outrageous and unnecessary temporary arrest of a public servant".

Another prisoner is law graduate Gabriel Lira de Jesus who, at the time of the facts investigated, was doing an internship in a criminal prosecutor's office of the Public Ministry in Campinas.
According to Gaeco, he would have used access to the institution's systems and databases to locate those being investigated with high economic power and demand money in exchange for supposed protection against investigations.
The suspicion is that he entered the prosecutor's office with the intention of obtaining information for this type of practice.
One of the findings of the investigation emerged after analyzing the cell phone of Maurício Silveira Zambaldi, known as "Dragão", suspected of financing the plan to kill prosecutor Amauri Silveira Filho.
On Dragão's device, prosecutors found messages in which Gabriel Lira de Jesus demanded R$500,000 so that information about the businessman would not be sent to Gaeco. From these messages, investigators reached the then intern.
According to the MP, he left the prosecutor's office a few weeks after operations that targeted "Dragon" and started working at a law firm in the Campinas region, which was also the target of searches this Tuesday.
See note:
"Gabriel Jesus' defense informs that it is following developments in the events that occurred today and is already working with the competent authorities to properly clarify the situation.
The defense rigorously safeguards the constitutional principles of broad defense, contradictory proceedings and the presumption of innocence - guarantees that are not suspended by the repercussions of a police operation or by the speed with which information circulates on the networks. Any conclusions or value judgments at this early stage are premature and may cause irreparable damage.
At this moment, the defense will express itself exclusively in the case files, which have not yet been fully accessed, safeguarding strict compliance with the constitutional principles of broad defense, contradictory proceedings and the presumption of innocence.
Finally, it reiterates that the facts will be investigated with due caution during the investigation, with any conclusion or value judgment being premature at this initial stage."
Former civil police officer
Itamar Gomes da Silva is a former civil police officer who, according to the Public Ministry, helped the then intern and participated in the scheme. He was arrested in Cardoso (SP). Itamar would be responsible for connecting former investigator Maurício Aparecido de Oliveira to businessman José Ricardo, identified as one of those responsible for executing the plan to kill prosecutor Amauri Silveira Filho.
Videos obtained by GloboNews show the meeting between the two investigated precisely in the days before the operation that ended up foiling the alleged murder plan.
Itamar was arrested this Tuesday morning (9), at a site on the highway that connects Cardoso (SP) to the district of São João do Marinheiro. According to the prison record, Itamar did not offer any resistance, and after a forensic examination, he was sent to the Catanduva Public Prison (SP).
Itamar had already been arrested in 2008 and ended up expelled from the Civil Police after being convicted of an extortion case.
On that occasion, according to the Public Ministry's complaint, he and two other police officers arrested a woman being investigated for drug trafficking and demanded money from an alleged leader of the gang to release her.
g1 failed to make contact with Itamar's defense.
Investigation
Operation Infiltrados is an offshoot of two operations launched last year:
Operation Ready Response: launched in August, it investigated the activities of a criminal organization linked to the PCC which, among other crimes, was planning an attempt on the life of Gaeco prosecutor Amauri Silveira Filho.
Operation Off White: launched on October 30, 2025 - carried out to dismantle a money laundering scheme linked to two of the most wanted drug traffickers in Brazil. Among them, one of the PCC's main free chiefs: Sérgio Luiz de Freitas (Mijão or Xixi).
In addition to the three temporary arrests, ten search and seizure warrants were executed in Campinas and Cardoso (SP). A criminal police officer is also investigated and was the target of searches.
